2016 County Convention

For a County Convention of the Prince William County Committee of the Republican Party of Virginia
As Chairman of the Prince William County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I William A. Card, do hereby issue this call for a 2016 Convention to be held at Forest Park Senior High School, 15721 Forest Park Drive, Woodbridge, Virginia on March 5, 2016:
The 2016 Prince William County Republican Convention shall be held on March 5, 2016, at Forest Park Senior High School, 15721 Forest Park Drive, Woodbridge, Virginia, beginning at 9:00 AM ET, or at its alternate site and/or time as determined by the County Republican Chairman, if necessary. Registration for the County Convention will open at 8:00 AM ET. Doors shall close at 9:30 AM ET, with registration continuing for those who were in line until all eligible persons inside are registered. The 2016 Prince William County Republican Convention shall be held for the following purpose:
A. To elect a Chairman of the Prince William County Republican Committee for the 2016-2017 biennium;
B. To elect members of the Prince William County Republican Committee for the 2016-2017 biennium;
C. To elect not more than 1165 Delegates and 1165 Alternates to the 1st District Convention of the Republican Party of Virginia, at James Monroe High School, 2300 Washington Ave, Fredericksburg, VA 22401 or its alternate site, starting Saturday, May 7th, 2016 at 4:40 PM. There is a $5.00 registration voluntary fee requested to assist in operations and administration of the 1st District Convention.
D. To elect not more than 530 Delegates and 530 Alternates to the 10th District Convention of the Republican Party of Virginia, to be held at 10:00 o’clock a.m. on Saturday, April 16, 2016, at Stone Bridge High School, 43100 Hay Road, Ashburn, Virginia, 20147. to elect a Chairman for the 10th Congressional District Republican Committee and for the transaction of such other business as may properly come before the convention. A voluntary, non-refundable registration fee of $20.00 is requested for each delegate and alternate to the convention.
E. To elect not more than 320 Delegates and 320 Alternates to the 11th District Convention of the Republican Party of Virginia, The District Convention will be held at Centreville High School, 6001 Union Mill Road, Clifton, Virginia 20124, starting at 10:00 a.m. local time on Saturday, May 14, 2016 (Convention doors will open at 8:00 am). The Delegate fee for those voting in the 11th District Intraparty elections (District Chair and State Central members) is $20.00. There is no fee for voting in the other races.
F. Electing up to 2340 Delegates and an equal number of Alternates to the Republican Party of Virginia’s 2016 Quadrennial Convention (the “Convention”) to be held at the James Madison University Convocation Center on April 29-30, 2016 for the following purposes: Electing 13 At-Large Delegates (“National Delegates”) and 13 At-Large Alternate Delegates (“National Alternates”) to the Republican National Convention to be held on July 18-21, 2016, at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site) (the “National Convention”); Nominating two Electors At-Large to be voted for in the presidential election on November 8, 2016; Electing a State Chairman; Electing a National Committeeman and National Committeewoman; And for the transaction of such other business as may properly come before the Convention. To assist the operations of the Republican Party of Virginia in supporting unit mass meetings and conventions, and the administration of the state Convention, a candidate filing fee of Thirty-Five Dollars ($35.00) is requested of each person standing for election as a delegate or alternate delegate to the Convention. Failure to pay the requested filing fee will not result in disqualification.
The County Convention shall be composed of the Delegates of the respective Magisterial Districts they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each Magisterial District in the 2012 presidential and 2013 gubernatorial elections combined. Each Magisterial District is allowed one Delegate vote for each 250 Republican votes cast or major fraction thereof, as follows:
A delegation of this Convention is entitled to send five (5) Delegates for each Delegate vote, but no Delegate shall have less than one-fifth (1/5) of a vote. Each Magisterial District shall be entitled to at least one (1) Delegate vote. It shall be deemed that each Magisterial District is entitled to a full vote.
Filing for Chairman of the Prince William County Republican Committee
Any person who desires to seek election as Chairman of the Prince William County Republican Committee must submit a written statement to that effect, along with a non-refundable filing fee of $100.00 (One Hundred dollars and no cents), to the Temporary Nominations Committee, at Prince William County Republican Committee, Attn: Nominations, P.O. Box 1955, Manassas, VA 20108-0806, postmarked on or before 5:00 PM on Saturday February 20th, 2016. Post mark will govern.
Qualifications for Participation
All legal and qualified residents of Prince William County who are voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years.
A single exception to the above paragraph shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter.
A person who has made application for registration and meets all other requirements of the Qualifications for Participation, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
Candidates for Delegate or Alternate Delegate at said County Convention shall file a written form by mail, to Prince William County Republican Committee, Attn: Credentials Committee at P.O. Box 1955, Manassas, VA 20108-0806 or in person to 4431 Prince William County Parkway, Woodbridge, Virginia, which must be received not later than 5:00 PM on Saturday February 20th, 2016. Postmarks will not govern. All filing forms must be received by the filing deadline without regard to the dates of subsequent conventions (Congressional District and State). Only those who pre-file may participate as Delegates or Alternates to the Prince William County Republican Convention and subsequent Conventions.
The filing form can be picked up from Bill Card, at 4431 Prince William County Parkway, Woodbridge, Virginia (Monday, Wednesday, or Friday 12:00 pM to 6:00 PM) and online at www.PWCGOP.org. There is a voluntary filing fee of twenty dollars ($20) for the Prince William County Republican Convention to help defray the costs of the Convention. There is a voluntary registration fee of twenty dollars ($20) for the Prince William County Republican Convention. Further, those who are not members of the Prince William County Republican Committee may (but are not required to) join for the biennial period (2016-2017) for fifty dollars ($50). There is a $5.00 voluntary registration fee for the 1st District Convention. A voluntary, non-refundable registration fee of $25.00 is requested for the 10th Congressional District Convention. The 11th Congressional District requires a $15.00 registration fee for those who desire to vote for the Intra-Party office of Chairman. The Republican Party of Virginia is requesting a voluntary thirty-five dollar ($35.00) filing fee from all individuals seeking election as a Delegate to the State Convention.
Temporary Convention Committees
Members of the Temporary Convention Arrangements, Credentials, Nominations, Resolutions, and Rules Committees shall be appointed by the Prince William County Republican Chairman and shall meet in advance of the Convention, at the discretion of their Temporary Chairman and/or the County Chairman, to perform their duties subject to ratification by delegates present and voting at the Convention. The Convention shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, the Plan of Organization of the Prince William County Republican Party, and the latest edition of Robert’s Rules of Order, Newly Revised.
In the event that the redistricting process requires technical or conforming changes to the Call, the County Chairman is authorized to revise the Call to make any such technical or conforming changes. The County Chairman must promptly post any such conforming changes on the Committee website www.pwcgop.org.
Pre-Filing Requirements – Resolutions
All resolutions to be considered for adoption by the County Convention must be submitted in writing to W. A. Card, Chairman, Attention: Resolutions Committee, Prince William County Republican Convention, P.O. Box 1955, Manassas, Virginia 20110-1955. Resolutions must be received not later than, February 26th, 2016. Resolutions may be emailed to Chairman@pwcgop.org however; there is no guarantee of timely receipt or consideration.
Payment of Fees
Payment of any filing fee or delegate fee is not tax-deductible. All checks and money orders for all fees shall be made payable to the “Prince William County Republican Committee” or “PWCRC” and must be attached to the candidate’s filing statement. Separate checks for each fee will not be required, so long as the candidate’s filing statement clearly sets forth the amounts paid for each required fee. Except in the case that an applicant for attendance is unqualified to participate, the filing fee for the County Convention shall be non-refundable.
