Legislative District Mass Meeting

of the 31st House District Republican Party

As chairman of the 31st House District Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, William Card, do hereby issue this call for a Legislative District mass meeting to be held at Coles Elementary School, 7405 Hoadly Road, Manassas, VA20112 starting at 10:00 a.m. on June 1, 2013 for the purposes of nominating a Republican candidate for the office of Delegate to be voted for in the General Election on November 5, 2013, and for the transaction of such other business as may properly come before the mass meeting.

Qualifications for Participation

All legal and qualified voters of the 31st House District under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or gender, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. Attendees are requested to bring a $5.00 voluntary fee to defray the costs of the Mass Meeting.

In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party after March 1, 2004. A single exception shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter.

A person who has made application for registration and meets all other requirements of Section A, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.

Pre-filing Requirements

In order to be considered for nomination as the Republican candidate for Delegate, each candidate must file written notice of intent, along with a filing fee of $700, payable to the “PRCRC” and deliver to 31st House District Republican Committee, Attention: William Card, Chairman, 16704 Ostenbury Court, Dumfries, VA 22025. The written notice and filing fee must be received by, or have a postmark not later than, Saturday, May 25, 2013. Only those who pre-file may stand for election at this mass meeting.

In the event only one candidate pre-files by the filing deadline, this candidate will be deemed nominated and the mass meeting will not be held.
